Use during pregnancy: Snus and nicotine pouches are not recommended during pregnancy. “Epidemiological evidence relating snus to health–an updated review based on recent publications”. Most commonly, snus contains 7–8 mg/g of nicotine, but the strongest products can have significantly higher levels.

  • The sale of snus was banned in the European Economic Community in 1992.
  • Since the establishment of the European Union, the ban has been maintained in the tobacco products directives of 2001 (2001/37/EC) and 2014 (2014/40/EU).
  • Of the Nordic countries, Sweden and Norway have applied for a derogation for the sale of snus in the 1990s, Sweden in the EU accession negotiations and Norway when it joined the EEA.

In 1977, the Tobacco Act came into force on 1 March.

In 1978, the marketing of tobacco products was prohibited.

Snus and nicotine pouches

Snus and nicotine pouches are nicotine products used by placing loose snus or a pouch between the upper lip and the gum.

Regarding cancer risk, heavy use of tobacco snus has been linked especially to an increased risk of oral and throat cancer. Importing snus for another person is prohibited, regardless of whether or not this person pays for the snus.

Illegal imports and exports are regulated by the provisions of the Criminal Code of Finland on smuggling (Chapter 46, section 4 of the Criminal Code), for which the maximum punishment is two years’ imprisonment.

In 2024, 2 per cent of university students used snus daily (1 per cent of women and 3 per cent of men). In Finland, up to one kilogram can be imported, but only for personal use.

Most common daily use of snus is among men of 20–39 years old, 6 per cent.

According to the School Health Promotion Study 2025 (pdf, in Finnish), young boys used snus more commonly than girls.
